It happens other times in CB, like with Teddy Bomber, or in Ghost in the Shell with the Laughing Man. Terrorists love to fuck around with the people they are intimidating. It makes the enemy seem that much more helpless and ridiculous that they are being so easily fucked with by such a cartoony creature.
